The DC Office of Planning is excited to release the DC Cultural Plan working draft for public review. Comments on the draft will be accepted through February 28th via email at DCculturalplan@dc.gov.

The Cultural Plan’s recommendations strengthen arts, humanities, culture and heritage in neighborhoods across the city by increasing cultural participation, expanding capacity building, stimulating cultural production and informing decision-making. The Plan lays out a vision and recommendations on how the government and its partners can build upon, strengthen and invest in the people, places, communities and ideas that define culture within the nation’s capital.

This plan was shaped by extensive input gathered through ‘flat engagement’, an innovative technique developed by the OP emphasizing stakeholder dialogue with decision-makers. The planning process was anchored by nine public meetings where 1,500 people provided more than 3,000 comments that informed this plan.

Culture is important to the District of Columbia. It embraces who we are; reflects our diversity; and brings us together. Culture is also an important part of our economy, where it accounts for an estimated $30 billion in annual spending and 112,370 jobs. Throughout the planning process many cultural stakeholders ranging from individual artists to larger institutions shared challenges adapting to systemic challenges related to declining grant funding and increasing competition for space citywide.

This plan embraces the tangible and intangible value of culture with a collective contribution framework that will help all the District’s cultural stakeholders align their efforts to quickly realize short-term efficiencies that will make cultural creation and consumption more equitable and accessible while laying the groundwork for systemic changes in the future.

Finally, OP, CAH and OCTFME would like to thank all the cultural stakeholders who provided input for this plan. We appreciate your support and patience as the project team developed this new initiative and we look forward to receiving your feedback on the draft Plan. After the public review period closes the planning team will refine the plan and release a final graphically designed final document. Thank you for your input and engagement with the District’s first Cultural Plan. OP is working with the project team to develop the best possible Cultural Plan. To do that, we are investing a few more months to get the plan right. During this time we will be working to develop an investment roadmap, identify program refinements and establish strong connections to the Comprehensive Plan.

 

We will release a text draft of the Cultural Plan for public comment. Following the release, there will be a review period when you will be invited to provide feedback that will help our team refine the Plan. 

 

Throughout the planning process our team has worked to develop a more inclusive ‘flat’ engagement process where stakeholders were able to provide detailed input. Through eight Community Conversations  and  more than 70 targeted outreach events our team received a vast amount of input that we are carefully considering to ensure that this is the best possible Plan to meet the needs of all District residents.
